In reference to the correspondence which passed last January and March between this Government and yourself on the subject of the improper levy of Salt duties in Hong Kong waters by two Chinese Cruisers, I am instructed by His Excellency Sir Richard Graves MacDonnell to inform you that he has received from His Grace the Secretary of State for the Colonies Copy of a
